馬斐森：計劃改革舍堂、平機處欠缺資源人手 區潔芳：本年推出網上預防性騷擾課程

近日舍堂接連傳出涉嫌欺凌及性侵犯之醜聞，校長馬斐森接受HKUDOS同學訪問時，強調不容許這些行為，又指雖然不希望主宰舍堂文化，但舍堂活動確是引起管理層關注。馬斐森又表示打算在舍堂推行改革，設計架構減少不當行為的發生，包括改革收生制度，但現時未有特定方案或推行時間表。

馬斐森：計劃改革舍堂
馬斐森於四月三日接受HKUDOS同學訪問，當時未有評論已被報道的聖約翰學院的滴蠟事件。他表示，校方雖無意阻止學生活動，但關注那些活動有否侵犯他人或令人感到不舒服，又指即使活動未必踩界，校方亦不希望發生。

馬斐森又在訪問中談及龍華街住宿學院的收生設計，認為共融的住宿環境運作成功，亦不易習上傳統舍堂以廣東話為本、本地生為主及現時變得過時的傳統。馬斐森又表示打算在舍堂推行改革，並正與副校長（教與學）何立仁商討。馬斐森指目標是設計能減少不當行為發生的架構，包括改革收生制度，但現時未有特定方案或推行時間表。

區潔芳：本年推出網上預防性騷擾課程
副校長 (學術人力資源) 區潔芳指自去年十一月起已開始籌備推行與性騷擾行為有關之網上課程，望能提高師生對於性騷擾行為的認知，保護自己及朋友，且在目擊性騷擾事件時能勇於發聲支持受害者。計劃預計於本年暑假推出，首階段將不會強制同學完成有關課程，同學於登入Moodle時會收到參與課程之邀請。參與之同學須先進行測試以評估其本身對性騷擾行為的了解，在觀看半小時的影片後再次進行測試以了解有關教材能否提高同學對何謂性騷擾行為及如何處理之認知。首階段計劃為時一個學期，若行之有效，該課程將改為強制性質，學生在能使用Moodle前須先完成課程。

校長馬斐森表示明白強制學生完成有關課程或會引起爭議，惟其認為身為港大的一份子，應信奉平等機會作為大學的特質。

平等機會事務處欠缺資源人手
馬斐森同時留意到一些對平等機會事務處的批評，包括人手及資源短缺、處理程序相對死板等。馬斐森承認此等問題可能正確。平等機會主任連柔蘭女士回應指，現時對服務的需求的確上升，根據正式程序處理的話，每宗個案需時約三個月至一年。

至於近日舍堂傳出涉嫌性侵犯之醜聞，連女士則表示平機處不適合回答個別事件。

就近日傳出涉嫌欺凌及性侵犯之醜聞，聖約翰學院院方及學生會日前已發聲明交代事件，二十三人遭處分，學生會亦就事件致歉並將禁止「胡鬧」行為（ragging）。李國賢堂學生會則發聲明指事件不涉欺凌，涉事學生暫時停止宿籍至調查結束。
