財務秘書其後指示學生會職員核對收據資料，發現該發出相關收據的店舖數年前已搬遷並結束經營相關業務。 馮認為事件涉及偽造文書及詐騙款項，且文化聯會並非屬會，因此交由評議會處理。
由於當事人並未有列席會議，署理會長黃程鋒建議交由司法委員會成立工作小組調查。評議會其後進入保密的司法委員會程序處理相關事務。
