接受本報查詢的前評議員指，由於數量眾多和一般不涉及爭議，因此大部份屬會提交的報告，包括迎新報告，均以傳閱議案形式通過。報告及傳閱議案文本會交予評議會秘書處，由秘書處整理後，將議案文本給各評議員傳閱。不過傳閱議案文本僅得議案一行，報告並不會隨議案供評議員閱覽。換句話說，評議員在完全未見過報告就同意通過。該前評議員承認，假如評議會秘書處或評議會主席瞞騙評議會，謊稱收到相關報告，評議員應該不會知道。
該前評議員續稱，因該些報告已在該屬會層面通過，為尊重該屬會會員意願，評議會議案只是象徵式通過。但被問及如迎新報告等有明確列名所須內容的報告，評議員假如從未看過，又如何得知報告符合要求及內容真確？評議員承認一般不會過問報告內容，又承認其實難以核實報告內容真偽。
