政治及公共行政學會（下稱政政學會）爆出重大醜聞！政政學會本年度以委員會名義成立的政治學與法學會（下稱「政法委」）原來是不受規管的獨立王國，更有教職員積極介入，嚴重衝擊學生組織獨立自主的原則。
昨晚政政學會舉辦檢討大會，有會眾就會去一年「政法委」的運作有相當疑問。該會內務副主席李支民表示，李於年初獲政治學與法學課程主任葉子暘副教授邀請出席一會面，討論有關為就讀政治學與法學的同學成立學會的事宜，席間有李、葉及數名相關同學。會面最終促成政政學會幹事會決議成立一政治學與法學附屬委員會。
「政法委」儼如一般學會 運作財務竟全無規管
有別於一般學會的附屬委員會，「政法委」有其獨立的網頁、Facebook 專頁、徽號，更另設有行政團隊，以至榮譽會長、學生代表會、屬下部門等，儼如一般學會。據「政法委」網頁資料，行政團隊由四人組成，包括President（會長）楊鈞愉，Executive Director（行政總監）尹子華、 Operation Director（營運總監）徐安生，政政學會內務副主席李支民則被稱為ex officio Representative（官守代表）。據悉「政法委」有一份由葉教授草擬的「憲章」作管理基礎，但李稱該份文件從未在政政學會架構內以任何形式確認。
李支民表示，與「政法委」的一切溝通在暑假後已全面停止，兩個作溝通用的WhatsApp群組再無人回覆，李及幹事會亦再無參與及無法監管任何「政法委」的事務。不過，「政法委」並無停止運作，繼續舉辦活動。當中包括多次對外的參觀或交流活動及以校內活動，一切均以香港大學學生會社會科學學會政治及公共行政學會的委員會名義進行。李亦指「政法委」曾自行向CEDRAS 申請場地舉辦活動，惟CEDARS 回覆指申請人並非政政學會幹事因而向政政學會幹事會退回申請及要求澄清。
除了活動不受控制外，「政法委」的財務亦同樣黑幕。「政法委」曾公開發售衛衣，亦傳聞曾收取外間團體現金贊助，但由於政政學會無從過問，變相無正式途徑監察其資金運用及管理。換言之，幹事會被完全排擠於其附屬委員會以外，失去對「政法委」運作、財政等的一切控制。因此，李承認沒法把「政法委」所舉辦的活動及相關財務的資料列入幹事會工作報告及財務報告中。

李亦承認葉子暘副教授除了促成「政法委」的成立，草擬「憲章」，更一直以來為「政法委」WhatsApp群組的成員，多次提出活動建議，積極參與「政法委」的工作。根據「政法委」的網頁，葉子暘副教授除了是「政法委」的當然榮譽會長外，更設計了現時「政法委」的徽號。
網頁中亦可見「政法委」的通訊地址是政政系位於賽馬會教學樓963室的辦公室，而非政政學會於逸夫教學樓319室的會室或政政學會於學生會辦事處後的信箱。「政法委」亦曾自行於校內的Global Lounge舉辦展覽，並指活動獲政政系支持。
「政法委」屢次觸犯守則 政政學會全數承擔
據了解，「政法委」在本年內多次觸犯學生會守則。其中，迎新期期間有學生會基本會員匿名向香港大學學生會迎新事務委員（迎委會）投訴「政法委」違反香港大學學生會內務守則中列明屬會宣傳必須最少宣告屬會名稱最少一次的守則。迎委會認為「政法委」並非學生會承認之屬會，學生會承認之屬會為政政學會並非「政法委」， 故裁定「政法委」宣傳物品沒有政政學會的行為違規罰款。由於「政法委」並非參與迎新時期的團體，罰款在政政學會向迎委會繳交的按金中扣除。有同學亦表示「政法委」成員曾於新生註冊日謠傳法學會營新營會優先讓法學士（LLB）同學參加，籲就讀政治學及法學的同學無謂報名參加。
黃程鋒：尊重學會獨立自主 希望學會確保自己仍是「學生組織」
學生會會長黃程鋒接受本報查詢時表示，政政學會憲章有授權幹事會成立委員會，尊重屬會獨立自主的決定，但強調政政學會必須就委員會的行為負責。對於據稱有教職員積極介入學會事務當中，黃則表示希望屬會能確保自己仍然是「學生組織」。他表示不了解「政法委」的運作，但指如果有屬會或基本會員對學會的政策設計或其他任何事務有問題，都歡迎他們向學生會評議會反映。
