評議會日前通過的「哀悼慰問感激」議案惹來軒然大波，除遭政府猛烈抨擊，更一度有報道指校方已邀請國安處調查。結果不足30小時後，學生會在巨大壓力下道歉並宣佈將撤回議案，幹事會及部分評議員宣佈辭職。
七月七日的評議會第三次緊急會議上， 評議會以30票贊成、2票棄權通過「The Union Council expresses its deep sadness at the death of Mr Leung Kin-fai; offers its sympathy and condolences to his family and friends; appreciates his sacrifice to Hong Kong.」學苑報道指，「李國賢堂學生會代表杜林丞亨指希望所有評議員及香港人「銘記真相」，文學院學生會代表容頌禧則對梁致敬」。由於該次會議的校園電視直播錄影已遭移除，因此無法得知當日討論情況。
同日，有傳媒就學生會的決議向校方查詢。校方發言人回應指「香港大學強烈讉責有同學以香港大學學生會評議會名義，美化暴力襲擊；以「犠牲」形容涉嫌襲警後自戕的行為，將會為社會帶來錯誤訊息。大學讉責任何暴力，並反對任何宣揚及合理化暴力的言論和行為。」翌日，保安局、警務處及其他政界人物等高調抨擊該決議，更有報道指校董會主席李國章已邀請國安處調查及考慮開除學籍，其後報道修改爲「歡迎」調查。
八日晚上，學生會宣佈於九日凌晨一時召開記者會。記招上學生會會長代表發言就日前的評議會議案道歉，又指「我哋呢度嘅人」 會辭職，並稱評議會將撤回議案。就記者提問，會長多次重申不作評論及致歉。直播所見，評議會主席未有現身記招；會長亦無說明如何可以代表評議會宣佈將撤回議案。與此同時，三聯會發聲明表示「維持政治中立，並反對任何形式的暴力」，就與會代表未能保持政治中立「深感抱歉」；又稱三聯會的代表均已辭職，「並和香港大學學生會評議會再無關係」。
財務秘書、行政秘書、大學事務秘書（一）（同時兼任署理學生福利秘書）及兩名普選評議員的辭呈。當中，幹事會成員僅上任不足40日。普選評議員（一）亦於辭職獲接納後批評上次會議後有評議員以無參與討論爲由推卸責任。
幹事會於議案撤銷及辭呈通過後於其內閣 IG 發文， 指意識到議案的嚴重性和帶來的負面影響，「對參與悼念及支持議案深感抱歉」，又指學生會「絕對不應煽動、宣揚任何暴力行為、恐怖活動或其他非法行為」，為表歉意及承擔責任而請辭，並爲辜負同學的期望及信任致歉。
由於其他大部分評議員均由其屬會選舉或委任，因此其餘評議員請辭須由其所屬屬會批准；而由於大部分屬會憲章規定由外務副主席兼任學生會評議會評議員，因此宣佈辭任評議員即等同辭去幹事會職位。
