本屆香港大學學生會評議會一直冇主席，經評議員一番討論後，評議會每一次會議都臨時選出主席，任期由會議開始至下一會議召開為止。然而今屆評議會成員，議事魯莽滅裂，無視規程，更胡亂詮釋憲章，凡有識有行嘅歷屆評議會成員，無不睇到拍枱。我今日就要出炮，你不明白，就吊到你明白為止。
（一）魯莽議事 亂引規條
事緣呢晚評議會又要選主席，剛卸任嘅社會科學學會代表、唔再係評議員嘅崔俊晟有意尋求委任做主席，但跟據學生會憲章，主席須為去屆評議會成員，有人竟然諗出一個方法，就係投佢選評議會榮譽秘書先，好讓佢獲得評議會成員身份，再選佢為署理主席。呢個時候身為會議Convenor嘅文學院學生會代表吳家齊同學，胡亂調動議程，將第一個議程為討論崔俊晟嘅榮譽秘書任命，呢個係觸犯咗議事規則Section A第二條， “The Councillor with the highest order of precedence shall act as convenor of the meeting for, and only for, the purpose of electing an acting Council Chairperson.”，喺無主席嘅情況下，佢唯一權力係選主席，無權調動、主持其他任何議程，包括職位任命。因此， ***呢次評議會並唔合憲，係一場無效嘅會議***。
喺冇人指出問題下，會議繼續召開，已成榮譽秘書嘅崔俊晟未能說服一半評議員支持主席任命，幾次擔任署理主席嘅學生會中央幹事馬浩天再次尋求署任，呢個時候，過去投票都支持馬浩天擔任署理主席嘅幾位評議員，突然又覺得中央幹事做主席有利益衝突之嫌，但反對嘅評議員又講唔出過去馬浩天署任時出現咩利益衝突或僭越行為，發言言之無物。最離譜嘅係，馬浩天競逐主席嘅Motion 6，獲得27在席評議員中的16票贊成，理應以簡單大比數（即50%）通過，但作為Convenor嘅吳家齊就話要三分二，實則完全無此例！荒唐！ Motion 6 被defeated本身就不合理。
（二）曲解條例 邏輯混亂
整場鬧劇繼續喺無人指出問題下繼續一錯再錯。最後，一場本應無效嘅會議，委任咗法律學會代表張敬生為今次會議嘅署理主席，處理社會科學學會向學生會中央幹事提出嘅質詢。事情係早前中央幹事喺學生會就職典禮後用咗學生會大樓二樓嚟開party，事後無清理，令第日社科學會嘅Mock Campaign因清理場地需時而須延遲。在席評議員表示，中央幹事違反《內務守則》，但實質內務守則係規管學生會組織，即所有經直接或間接附屬於學生會的屬會，並不適用於中央幹事。中央幹事、行政秘書馬浩天會上表示相同觀點。醫學會代表雷適文指責中央幹事「凌駕」內務守則，反映雷同學對內務守則一竅不通，急需程門立雪於歷屆精通憲章及規程的評議員。
牙醫學會代表白竣榕聲稱如中央幹事觸犯內務守則，「以後有咩身位懲罰犯內務守則嘅屬會」。首先佢嘅前設本身就錯誤，雖係執行者，但內務守則唔適用於中央幹事，就算佢哋係失職，評議會仍能討論相應責罰。事實上內務守則並唔係由中央幹事本身定下的乜嘢天條，而係經評議會訂立嘅憲制文件，唔止中央幹事能懲罰犯錯屬會，院會評議會、三聯會評議會、學生會評議會亦會參與其中，呢個本身就係責之所在。白評議員前設後設都係錯嘅，仲理直氣壯，請問係哪來的自信？
荒謬絕倫嘅會議，程序出錯罄竹難書，仍然無人發言指出巨大問題，到底係上咗成年莊嘅評議員懵然不知，定係集體僭建附例，胡亂釋法？
（三）超越底線 人間失格
本來喺早前議程，中央幹事表示將確保party事件唔再發生。隔咗個幾鐘會議進尾聲入Any Other Business環節，一眾評議員忽然又要revisit頭先討論完畢嘅議程，牙醫學會代表白竣榕又表示「唔可以凌駕內務守則」，要求再次討論，根據議事規則，佢發言唔喺motion in discussion，又重複討論過咗嘅議程，早就應該有人order佢，繼續容許之後幾位評議員發言嘅主席張同學都要問責（雖然佢個任命係唔合憲下產生，一定追究）。相同情況亦發生喺追認外務副會長出席國際高峰會，又係傾返完結嘅議程，又冇人order，主席又容許。魯莽議事，至此無以復加。
最離譜嘅仍然係崔俊晟。時任社科學會代表嘅佢同署理主席張敬生當晚明明都興高采烈參與party，場地清理不善，怕且亦無資格置身事外，難說半啲責任都無。呢個漠視程序公義、本諗住借榮譽秘書做主席踏腳石、早前提問中連本屆過咗幾多次傳閱議案都唔知、對新通過嘅Archive Regulation無甚睇法、甚至聲稱會將榮譽秘書職責外判俾其他人嘅榮譽秘書，多次喺會上發言，仲係質詢幹事同會上提出譴責動議嘅人，請問知唔知自己身位係乜？乜嘢叫建議懲罰？幾時到你出聲嚟帶領討論？我本身認為中央幹事要regret，但唔會係因為觸犯內務守則，更加唔會認為喺AOB revisit議程係按章。如果我仲係評議員，第一個就regret埋你啦！
喺休會時段，唔止一個與會嘅評議員同我講，聽到有人表示「冇嘢可以監管Exco，馬浩天做署理主席，咪即係譚陳？」我反而諗起當年同譚陳沆瀣一氣嘅榮譽秘書沈顯龍，一時又話自己係秘書，一時又話自己評議員所以要發言，卻終日言之無物。歷屆學生會中人一直以2012年胡亂釋法、魯莽議事嘅紅底「譚陳評議會」為恥，視「譚陳」為最大的指控，最混亂的議會，最失控的港大學生會。扣上這位任何同學也不願承受的帽子，我無法苟同。走筆至此，有無人可以答我，誰是真正的譚陳？
[…] 學生會前幹事李梓成會後出文出文炮轟，會議先後出現多次違規情況。他指會議常規清楚指明，會議召集人的職能僅限於選舉會議主席，故吳同學處理調動議程的動議，已經令會議失效。而吳同學其後又以未獲三分之二大多數支持為由，宣佈馬同學未能出任署理評議會主席，但事實上並無此例，因本議案僅需獲在席簡單大多數通過。李亦批評，崔同學身份角色混亂，成為榮譽秘書後，仍先後於會議上質詢幹事及參與譴責動議的討論。李梓成指，已就事件去信評議會投訴，要求召開緊急會議討論事件，屆時會親自到場出席。 […]
